The section of Gloucester known as Highland Park was once known as Charter Oak Park and it includes 25 acres. Annie Oakley competed in shooting competitions at the park. As many as 1,500 people would watch the event.

By 1913, Charter Oak Park makes way for housing and a name change to the Highland Park Country Club.
